Each House may determine the Rules of its Proceedings, punish its Members for disorderly Behaviour, and, with the Concurrence of two thirds, expel a Member.

2/3rd of the House has to agree to this?

Virtually every Dem would vote NO. That alone would kill any chance of passage.

Wow, so if one party ever got a 2/3's majority, they could just expell everyone in the other party.
