Bush is trying to protect the office of the President. Clinton stunk the place up so bad that if everything he did and didn't do while he was there were to come out, it would ruin the Presidency for decades. The stink would be left on everyone who ever had or ever will hold that office.

It's electing traitorous crooks like Clinton and covering up all of his scandalous behavior that has left a stink that will not go away. If Bush has proof of wrongdoing and a congressman wants to investigate, this is his golden opportunity to make sure evidence gets in all the right hands. It's time for the truth to be aired.

There is a disposition on the part of the top level of both political parties to maintain whatever had been initially determined as the reason for a given event in the immediate period following an event as a received opinion. Thus, it is "carved in stone" that President Roosevelt and General Marshall knew nothing about the impending attack on Pearl Harbor, that "lone nuts" killed the Kennedy brothers and Dr. King, that the Branch Davidians committed mass suicide, that two white supremacists blew up the Murrah Federal Building, etc. Furthermore, anyone who questions the received opinion is a crackpot.
