Some skilled foreign H-1B "guest workers" are recruited and supplied under contract to American firms. As employees of foreign firms, no Social Security taxes are withheld.
How old is this information? My fiancee is on an H1-B and he pays Social Security taxes.

if the H1-B worker is employed by a consulting firm and acting as an independent contractor, they're not subject to US tax withholding...that, unfortunately is still the case as far as I know
