The work is interesting, though the write up is nauseating. Of course the damn thing doesn't violate Newton's Third Law.
Actually, it sounds more like an example of a rotational Born-Oppenheimer effect. The molecule is in such a high rotational state, the surrounding water molecules simply see an average over the rotational wavefunction.
