So, basically he knows that he's talking out his @ss - but he doesn't let it stop him. That's what happens when you compound ignorance (in this case, an understandable lack of knowledge about rather technical issues) with stupidity (a lack of cognitive ability, in this case manifested by not being able to figure out when to shut the %^&* up).
There's a healthy dose of arrogance as well. "I don't know enough to really refute the official story, but I *feel* it's a conspiracy, so it must be a conspiracy. And, I must share this opinion with the world!"
