Afghans are Muslims, though. I suggest reading Churchill's The River War for a definitive summation of the Muslim mind and the "civilizations" (term used loosely) produced by Muslims.
I suggest following the Roman example of how to deal with extortionist small nations supplying large and powerful nations.
