Turns out that CIS is more corrupt, and directs CBP regarding policy.
CIS does not direct CBP regarding policy.
Also, ICE is also more corrupt then CBP.
I do not have a solid understanding of the interaction of CIS/ICE/CBP. I strongly suspect that our esteemed congresscritters may understand less. I have yet to see a coherent and unified statement of how these agencies coordinate or interact. All that we know is that there are problems.
