Of course not. The same can be said about English, literature, history, geography, political science, etc.

The issue here is whether our high school diplomas are comparable to, at a minimum, a middle school diploma in China or Germany.

Absolutely. One of the interesting tib-bits that I've observed in my life is that engineers as a profession seem to be exceptionally poor at spelling. To me, being able to spell an essential skill that I can't imagine anyone being without, but apparently, you can do just fine without it.
