The only way Israel has the ability to shut down Iranian Nuke sites is to use Nukes of their own.
Israel won't do that unless the intel shows such an attack on themselves is imminent.

Over the past couple of years, Isreal purchased hundreds of bunker busters and thousands of other precision guided munitions. Israel has enough bunker busters for quite a few successive penetrations on every target and the ability and option to put small nuclear warheads on virtually anything. The IAF also has enough aircraft refitted for enough fuel to do the sorties to Iran (not that our support wouldn't refuel them, among other tasks).

But countries capable of helping with such an operation that fail to do (especially for economic reasons) so will be shamed. Iran will otherwise be a nuclear threat to countries other than Israel. If some people are so concerned about keeping the oil flowing, an invasion and occupation is needed. Most of the necessary funds have already been spent and most of the forces placed for such an operation (public news over the past 5-6 years). It's going to happen sooner and easier or later and harder, anyway.
