I should think that if obeying the law impedes commerce, it is the law that is wrong and not the citizens.

Did you not read the article or watch the video? The "tree-huggers" want the law changed and were proving that a 55 mpg speed limit was not suitable or reasonable.
If they had their way commerece would occur at a faster rate than can legally be accomplished under the current speed limits.
