Normally, you don't WANT the President OR the Congress involved in approving every business transaction which occurs in the normal course of capitalism. You do want a mechanism to get it to the President if there's a national security problem. The issue is that someone at the sub-Cabinet should have alerted their boss that something hot was afoot so the appropriate Press and Public education could have been done.
