On a related note, why does a single firm control entire ports?

logistics?

It might be best logistically for a single firm to physically handle cargo, but shouldn't this firm be contracted by some sort of governmental authority that oversees the port operation? Why doesn't the New York Port Authority control the Port of New York? Would it be OK for a foreign firm to control US airports?
