that's about the penultimate-stupidest thing i've ever heard! So i reckon the taxpayers will pay for all the electronics and the skilled labor to insert it all, huh? Wow, i can't wait to pay MORE taxes for stupid stuff no one but a few bean counters care about!

And the SWAT team that does the standard execution of those who are not in good graces with the local party members

It goes like this:

Step1: Throw Flashbangs and rip off the door with an APC

Step2: Shout contradictory commands once inside (Just in case they can still hear after the flashbangs)

Step3: Stitch them across the chest with full auto bursts after they don't follow the commands that they couldn't hear or were confused due to the conflicting commands

Step 4: Call the media and make sure that the message gets out to the serfs you don't f@%$@ with the local powers that be
