If I were the parents of the child, I'd file the same charges of 'possession of a look alike drug' against the school, all the teachers therein, and each and every member of the school board.
For there is sugar in all the cafeteria's and coffee mess's throughout the school district.
So mass arrests for all.
I'm sure that the school board would eagerly seek out a compromise if their necks were on the chopping block as well.

Just what science project requires powdered sugar. Granulated perhaps but not powdered.
