If this is so, why wasn't Cheney indicted?

I am not sure. The Democrats will treat this like a big deal, when it may not be. I don't know what this means yet, but I saw it in another discussion board and I wanted to get FReeper reaction.

I don't know if this is true. The link doesn't work and I can't read all of it.
It relates in any event to portions of the NIE which I believe Cheney was certainly authorized to declassify. Indeed, by July 11 Tenet formally did so when he issued his statement.
