By "open primary," does it mean that any registered voter could vote in the Republican primary? (In many states, that is what is meant by an "open primary.")....I've been away from PA for a long time though....it always had closed primaries. Perhaps what is meant is "no endorsement?"

You are correct. There is no cross party voting in PA primaries.
