Gonzales: Can Congress constitutionally restrict the ability of the president of the US in listening to the enemy in the time of war? I don't think we need to answer that question because Congress did authorize the president to listen to the enemy.

Sessions: Gorelick defended President Clinton during a time of peace not war to use the same power.
