Looks to me like a power struggle. Congress wants to have more powers than the President.

It is definitely a power struggle. Each branch has a sphere of influence, in wartime as well as in peacetime. The system works best when no one branch is permitted to run roughshod over the others.

The people are supposed to have a role too.
