I guess I missed the part of the Constitution that restricted the second amendment to aldermen and other municipal officials.

Sounds like the aldermen are busy killing people, since they're the only ones with guns.

Mayor Richard M. Daley and Gov. Rod Blagojevich have recently repeated calls to ban assault weapons in Illinois.

A true "ban" would forbid everyone from having an "assault weapon", am I correct in believing that the police will still have these weapons and that the "ban" is really just disarming the subjects?
