I would think that printed sloganeering would be prohibited in the chambers. Otherwise, where would it end? Could the entire Democratic contingent show up in 'Bush Lied, People Died' T-shirts? Will we have banners like Foghat concerts?

Electioneering is barred within the proximity of polling places, it seems that a legislative body should be free from such advertising as a matter of decorum, on whatever side.

Precisely. Caving and apologizing opens the door to the day when the SoTU gallery is full of nuts like that guy who used to hold up "JOHN 3:16" banners at football games.
