There was a near mutiny in the ranks when Weasley was leading the war effort in Serbia.
He ordered the pilots to bomb a civilian commuter train, lied about it, and the pilots refused to fly any more of his missions.
He damned near started WW 3 with Russia over an airport landing strip and was sent home early. Probably to save his lily livered neck.
