I don't get this "guest" thingy. Are there not a limited number of seats for such an event? And both the Senate and Congress are in the same chamber.
How many guests could there possibly be room for?

Lots of democrats don't attend, and they have allowed guests for some time. It used to be simply family (squeezing into extra chairs in the aisles) but now the Rats (as usual) are abusing it with "celebrity" guests.
I would like to see the Speaker rule that no guests may be admitted due to security concerns.
