This is some kind of propaganda. Many above mentioned countries which are supposed to help to build democracy in Iraq and Afghanistan are not democratic itself at all. Azerbaijani president even recently rigged the elections in his country.
Just shows he learned well from watching how our DemonRats try to do elections, i.e. proof positive that Elvis Presley is dead - he's registered to vote in Cook County Illinois as a Democrat.
