Just to clarify, if that photo was from inside the wire, there is no obligation for any civilian to wear body armor unless on alert.
I suspect they may have been getting ready to saddle-up, and still inside Taji, because those fellows he's talking to would certainly (and I mean without question) have insisted that he or any other civilian wear protective gear outside the wire. It's preposterous and absurd to think the troops would have let him ride along without at least a vest and helmet. Unthinkable. Not happening.
