I'd wager ABC will pay the bill.
If you are going to suggest that we as taxpayers will, you don't know squat about the military or government and how it works.
The contract for treatment was in place before they were imbedded. Either ABC or the insurance company will pay for it. Down to every ml of fluid, and the last APC.
