Yes, they have proposed a mechanism.
Basically the bubbles(small cavitations) induced from high intensity ultrasound collapse so rapidly that the impact pressure is high enough to cause fusion.

Cold fusion lives ... obviously not ready for prime time, but no dilithium crystals needed either. If we can survive this decade, we may be energy independent yet.
