Cloture doesn't require 60 votes. It requires 60% of those present to vote for it. If the dems in support of a filibuster don't show they'll guarantee cloture.

No, that was changed, I believe back in 1977 - the Byrd amendment. It now requires 3/5 of the senators SEATED and SWORN to cut off debate, not 3/5 of the senators PRESENT. Here's the link to the text of that senate rule. LINK
