Hmmm ... who proposed the bill? I assumed it was a way to get conservative NRA-types registered to counter the illegals registering at DMV. As long as motor-voter is the law of the land, I see little downside of providing the forms in venues where you'd likely find conservatives. It isn't as if Soros won't be paying ACT to register the illegals anyway.
