Rove is not an elected politician, he's a "civilian". The proper journalistic standard is to call him Mr. Rove.

That's what the news reporters are attempting to do, constantly refer to President Bush using the standard properly applied to those who are unelected.

Not quite.

Karl Rove is officially "Deputy chief of staff of policy".

Its his other job title, its not even referred to here in the article.

They just note him being the chief political advisor.
