This statement points out the bankruptcy of France's sense of itself and its power in the world.
After years of criticizing American "sabre-rattling" and talking about negotiating with "soft power", Chirac has realized that (1) soft power doesn't work in the end, as proven by Iran's recalcitrance, and (2) France has nothing in between "soft power" and nuclear armageddon with which to gradually increase the pressure on Iran. Their conventional forces just are not capable of threatening anyone bigger or more distant than Belgium.
The more France barks the more you can see its teeth are rotten.
