Should atheists be welcomed into the conservative movement?

At what point did the requirement for having a religious believe enter into the equation of whether you are conservative or not?

Do atheists make good conservatives?

Yes.

I honestly believe that social conservatives are trying to condition other conservatives to further their psuedo theocracy goals. The next step is to shame those who don't agree with those who aren't believers on the Godly aspects of conservatism and slowly run them out of the movement or assimilate them.

I know this almost sounds tin foil, but look at what's happened to the movement and who has the conservative leaderships ear over the past 30 years and more critically over the past 15 years.
