Truthfully, I can't say. I just remember reading several weeks ago something to the effect that invertebrate pubbies had delayed the release in some sort of "grab your ankles" deal with the DIMs, and that they were making an arrangement to omit a sizable portion of the report from the release. So, my assumption was that the pubbies are responsible. As is usually the case when some sort of capitulation is involved.

They have reviewed the report, and their responses are said to be added on to the report as an appendix, along with the memo by Mr. Filan. '
