The only solution is for the U.S. to take out all their nuclear facilities. Which makes the cancellation of the "nuclear bunker buster" one of the stupidest acts ever enacted by Congress.

We have NUCLEAR bunker busters, thousands of them. As long as everyone's going to be pissed at us anyway, why not use them. Start with one, and if that doesn't bring the madman to the table, blow up the madman and a few thousand of his closest friends.
