She's not a RINO.
Actually, in my opinion, she is a RINO. She is very big into supporter of the ARTS.
I remember when she ran for Secretary of State against Sandra Mortham. Mortham would have won except some scurrilous charges of unethical and illegal behavior were dropped in the final days of the primary. They later turned out to be completely false, but it was too late. The elections were over. Republican voters will not vote for an ethically or morally tarnished (Newt, you listening?) candidate.
I listened to her speech during a primary campaign event and it sure sounded as though I was listening to a campaign list of promises from a liberal Democrat. She was very multi-culti, big into diversity, globalist, and wanted government funding for the arts.
She is a nice lady who was put into a very public position during the 2000 election. She followed Florida law to the letter. The Democrats focused all their fury and ire on her. Anyone in the Secretary of State's chair at that time would have been villified. It just happened to be her. And, even then the only thing Leno, Letterman, and the Democrat-owned media could truly criticize her about was her makeup. She has since toned down the blue eyeshadow and lightened up some on the mascara, so that issue won't be prominent in a campaign.
Have you ever thought why Lefties hate mascara? It seems to really set them off.
However, the grassroots Republicans don't have any enthusiasm for her. She can't win.
