Aguanet does not make that little tight flippy on the side. I would suspect her hair has a nest of some sort in there. CA should be proud their enviromental rep is so good to the air.

No she made that little flippy thing. Aquanet makes it stay flippy. I used it for years and that stuff was great. LOL!
