The President does possess an advantage in the unitary nature of the executive office as compared to the diffuse and variegated nature of the Senateeven when it is controlled by the opposition party. The President is a single individual, whereas the Senate is a body composed of many individuals with a wide range of views, including members with views like that of the President.
