I didn't get an exact quote, but all that he said implied it. He called the Court the "last refuge".....Freudian slip imo, for it is the dem's last refuge to meke the laws they want.

BUT, I have heard Biden on TWO occasions on Sunday Talk Shows actually SAY that the Supreme Court MAKES law. And he said that after bragging about teaching Constitutional Law classes....
