I told you that the facts are not dependent upon a deal. The facts are the facts. You claimed my statement was "certainly incorrect." You are conclusively wrong in that assertion, but you won't admit it and insist on changing the subject.

BTW - Posner says the law is "too restrictive" and that the gov't should do more, as it is doing with "ad hoc initiatives." It seems plain to anyone who isn't wedded to reading from talking points that what he is saying is that the program - though, as he asserts, necessary - is beyond the "too restrictive" law that is in place.
