speech on FISA ever delivered by a judge who sat on the special panel.
Of that time in August 1998, Judge Lamberth said, "On the night of
the
bombings of the U.S. embassies in Africa, I started the first emergency
hearings in my living room at 3 a.m. From the outset, the FBI suspected
bin
Laden and the surveillance I approved that night and in the ensuing
days and
weeks all ended up being critical evidence at the trial in New York
last
year in which several of bin Laden's associates were convicted on
numerous
charges relating to those bombings."

Putin sends a shiver through Europe

Russia took Europe to the brink of a winter energy crisis yesterday
when it
carried out a Cold War-style threat and halted gas deliveries to
Ukraine,
the main conduit for exports to the West.

With a quarter of its gas supplied by Russia, Europe is facing serious
disruption and price rises for as long as the dispute rumbles on.

Moscow turned off the tap at 10am after Ukraine refused to sign a new
contract with the Russian state monopoly Gazprom quadrupling prices.

Critics of the Kremlin say the rise was punishment for the Orange
Revolution
in 2004 which brought in a westward-leaning government that promised to
remove Ukraine from the Kremlin's sphere of influence.

The American State Department said that "such an abrupt stop creates
insecurity in the energy sector in the region and raises serious
questions
about the use of energy to exert political pressure".

The European Union has called an emergency meeting of energy ministers
on
Wednesday.

Britain is less vulnerable than mainland Europe because it does not
receive
direct supplies from the former Soviet bloc.

But as other countries seek to shore up their reserves, less gas is
likely
to be pumped through the pipeline that links the Continent with
Britain.
That could mean higher prices and, if there is no quick resolution,
possible
breaks in supplies.

The European Commission says that most countries have between a week
and two
months' emergency reserves.

Ukraine has upset Moscow by pushing to join the EU and Nato. However,
Russia
insists that the price rise merely brings Ukraine in line with the
price
that most of Europe pays: about $240 per 1,000 cubic metres.

President Vladimir Putin adopted almost warlike terms when he spoke on
television as the hours ticked by before the ultimatum expired.

"If no clear response [from Kiev] follows, we will conclude that our
proposal has been rejected," he said.

If Ukraine's reserves run out, it could be tempted to siphon off gas
intended for other countries. It claims the right to do so in lieu of
transit fees.

The cut-off coincided with Russia assuming the rotating presidency of
the G8
leading industrialised nations.

In Britain, millions of families started paying higher fuel prices
yesterday.

Scottish and Southern Energy raised prices by 13.6 per cent, adding
approximately £50 to the average annual bill, while electricity charges
will
go up by 12 per cent, or about £30 a year.

Npower puts its rises into effect today, adding 14.5 per cent for gas
and
13.6 per cent for electricity.

A Palestinian captured with a bomb belt sneaking out of the Gaza Strip
last month told interrogators his target was the nuclear reactor in
Dimona, security sources revealed Monday.

The man, Ramiz Abdel Rahman Jabber Salah of the Jebaliya refugee
camp, was a member of the Al Aksa Martyr's Brigade and had been
recruited with others who were to stage simultaneous bombings in
various sites, such as the Ashdod central bus station.

Salah himself was captured on December 19 near the security fence
surrounding the Gaza Strip next to Kibbutz Nirim.

Iran closes newspaper and bans women's

The Iranian government on Monday ordered the closure of a daily
newspaper and banned a new women's bi-weekly from publication in
the first media crackdown since President Mahmoud Ahmadinejad took
office in August.

"The Supervisory Board on the Press agreed to the temporary closure
of Asia newspaper and Nour-e Banovan and ordered their cases sent
to court," said the Culture Ministry in the ban, a copy of which was
obtained by Reuters.

No reason was given for the closure and ban although a journalist at
the economic daily Asia said the paper had been given a warning in
recent months for printing photographs of women considered to have
been improperly dressed.

Nour-e Banovan, a planned bi-weekly publication aimed at women,
has not yet been published.

More than 100 publications have been closed by the Iranian
government since 2000 although many have re-opened under different
names and scores of titles still exist.

Reformist journalist Isa Saharkhiz said it was rare for the government,
instead of the judiciary, to order the bans.

"The supervisory board had rarely in the past ordered the closure of a
newspaper. The ban by the board indicates a new round of pressure
on the press," he told Reuters.

is telling everyone to go and buy a copy of the RJ newspaper, Jim loves the political cartoon for today.

SAN CRISTOBAL DE LAS CASAS, Mexico - Zapatista rebels met
Monday with leaders of poor and Indian groups at the start of a
campaign that has carried them from their jungle strongholds for the
first time in four years in a bid to reshape Mexico's politics.

The rebels' ski-masked spokesman, Subcomandante Marcos, arrived
Monday in a caravan of minivans, SUVS and pickup trucks for the
meetings with non-governmental organizations in this mountain city in
southern Mexico.

The night before, Marcos formally launched the nationwide tour with a
speech railing against capitalism, free trade and the Mexican
government before 15,000 rebels and sympathizers who waved
banners ranging from black and red anarchist flags to communist
hammers and sickles at a platform beside the city's cathedral.

In the capital, Mexico City, meanwhile, President Vicente Fox's office
said Monday that the Zapatista tour would strengthen democracy.

The government "recognizes the Zapatista caravan that is attempting
to make its ideas and points of view known by political means," Fox
spokesman Ruben Aguilar said, drawing a contrast with the
Zapatistas' guerrilla origins.

Fox closed some military bases near Zapatista territory and freed
jailed rebel sympathizers shortly after starting his six-year term in
December 2000, but peace efforts stalled when Congress watered
down a Zapatista-backed constitutional amendment for Indian rights
in 2001.

"At some time this country will have to begin a new debate about the
rights of Indian communities," said Xochitl Galvez, head of the
government's Commission for the Development of Indian
Communities, at a news conference with Aguilar.

"There are issues pending about the use of natural resources. There
are issues pending about land and territory. There are issues pending
about the judicial standing of Indian communities — and these are
things that will have to be dealt with at some time," she said.

In speeches Sunday, Marcos said the the Zapatistas' tour would
consist not of big marches but of meetings with ordinary people. "We
will listen to people in the places where they work, in the places where
they are exploited, where they suffer racism," he said.

Clad in a red and white traditional Indian dress and a ski mask,
another rebel leader, Comandante Kelly, spoke in favor of women's
rights.

"Women are not only for the bed and the kitchen," she said. "We can
also wear the trousers."

Marcos roared through the village of La Garrucha on a black
motorcycle with a Mexican flag tied to the back and the initials of the
Zapatista military army, EZLN, painted in red on the front to start the
tour earlier Sunday.

The caravan will head to all 31 states and Mexico City in a bid to
impact the July presidential election.

Witnesses said Marcos lost balance on his motorcycle while traveling
at low speed on his way to San Cristobal de las Casas and fell, injuring
his right hand slightly.

Identified by Mexico's government as a former university lecturer,
Marcos has said the tour will allow Zapatista leaders to reach out to
leftist groups across the country, creating a national movement that
will "turn Mexico on its head."

The rebels have pledged to move away from armed struggle and
toward politics, but the group has not clearly defined what form of
political participation it will adopt.

Marcos has abandoned his military title in favor of the civilian moniker
"Delegate Zero."

It has been 12 years since Zapatistas seized San Cristobal de las
Casas and several other Chiapas towns in the name of Indians rights
and socialism. A cease-fire with government forces quickly took hold,
but there has since been sporadic violence between rebel supporters
and other Indian groups in southern Mexico.

This latest tour marks the first time the group has left its strongholds
in the jungles of southernmost Chiapas state since a triumphant march
to Mexico City in 2001. The Zapatistas largely disappeared from public
view following that trip.

Fox ended 71 straight years of single-party rule when he took office in
2000, but is barred from running again. A favorite to replace him
during elections in July is former Mexico City mayor Andres Manuel
Lopez Obrador, of the leftist Democratic Revolution Party.

In the run-up to the tour, which the Zapatistas call "the other
campaign," Marcos has sharply criticized Lopez Obrador. He also has
said the Zapatistas won't run for elected office or join Mexico's
mainstream political process.

Trans-Alaska pipeline named in online manual

"Jihad groups" in Canada are being urged to cross the border to carry
out terrorist attacks against the United States, a Washington research
group says.

A 12-page document recently posted on an al-Qaeda-affiliated
Internet forum says small groups of terrorists with explosives
expertise should enter the United States from Canada.

The scenario is reminiscent of the 1999 attempt by extremists in
Montreal to bomb Los Angeles airport — except this time the targets
are oil and gas fields, refineries and pipelines.

The port of Valdez and the Trans-Alaska pipeline are specifically
named as targets: "Most of this pipeline is laying on the surface … and
it passes for the most part near the highway."

The attacks should be mounted by "groups who can reach American
terrorist regime, either directly or through other neighbouring
countries, like Canada or Mexico," it says.

"This group should be divided into smaller groups of 4-5 individuals,
who have the knowledge and skills need[ed] for explosives."

Complete with links to maps, the online manual calls itself a response
to statements by al-Qaeda leaders Osama bin Laden and Ayman Al
Zawahiri calling for more terrorist attacks.

It was posted recently on an Internet forum commonly used by
al-Qaeda supporters, says the SITE Institute, a U.S. research group
that monitors terrorist Web sites.

The scenario in which terrorists based in Canada cross into the United
States has haunted both governments since al-Qaeda-trained
Montreal resident Ahmed Ressam was caught at the border while on
his way to blow up Los Angeles airport.

Last year, the FBI issued a bulletin warning that the Canadian border
"may still provide opportunities for operatives to penetrate U.S.
national security, particularly if Western passports are used."

The agency is still looking for several Canadian al-Qaeda members —
notably Abderaouf Jdey of Montreal and Amer El Maati of Toronto —
whom it calls a "clear and present danger to America" because they
allegedly want to carry out terrorist attacks in the United States.

One of the three stated aims of Canada's national security policy is
"ensuring Canada is not a base for threats to our allies" but Ottawa is
sensitive to U.S. concerns about the border.

Canadian ambassador Frank McKenna demanded an apology last
month when Montana Senator Conrad Burns said the 9/11 hijackers
had entered the United States from Canada.

The Senator apologized for the mistake but said "this does not and
should not overshadow the problems that clearly exist on the border
between the United States and Canada … we still have much work
ahead of us.

Pipelines are considered possible terrorist targets due to the economic
disruption an attack could cause but also because of the perception
that Western policies in the Middle East are driven by oil interests.

"They spilled our brothers' blood and they stole our oil resources,"
says the document. "This is our time to teach them a lesson in how to
deal with Muslims."

Questions the Islamic Society should answer

EVER SINCE 9/11, we learned last month, federal officials have been
monitoring radiation levels around a number of American mosques. It is
an understandable precaution, given Al Qaeda's interest in acquiring
nuclear weapons, and its history of mass murder.

Islamist radicals, and they are not above using mosques to incubate
terrorism. If there is evidence of heightened radioactivity around a
Muslim facility, the government should be aware of it, and should find
out -- lawfully, (snip)

The federal monitors have been checking for physical radiation, but
there are other ways in which mosques can be radioactive.
Last year, for example, Freedom House issued a report on the extent to
which Saudi publications in US mosques promote Wahhabism, the harsh,
supremacist version of Islam that is the established creed in Saudi
Arabia. Many of these publications, it turned out, were riddled with
religious bigotry. They advocated contempt for ''infidels," portrayed
America as alien territory, and urged Muslims to prepare for jihad.

Considering the use of such teachings in recruiting terrorists, one
might well view the presence of this literature in the library of an
American mosque as ''radioactive," and a legitimate cause for concern.
Which brings us to the roiling controversy over the mosque being built
by the Islamic Society of Boston -- a controversy made all the worse
by an abusive lawsuit the Islamic Society has filed against its
critics.

When completed, the $24 million mosque will be the largest Muslim
house of prayer in the Northeastern United States. The Islamic Society
has pledged that it will also be a center for moderation, peace, and
dialogue among different religious communities. It was in part on the
strength of that pledge that the Islamic Society was allowed to buy
the land for the mosque from the city for a fraction of its fair
market value.

But for more than two years, questions have been raised about just how
committed the Islamic Society really is to moderation and interfaith
understanding. Beginning with reports in the Boston Herald, news
outlets, citizen groups, political officials, and private citizens
have been pointing out disturbing signs of extremist ''radioactivity"
around the Islamic Society and its leadership.

To mention only a few:
• The society's original founder, Abdurahman Alamoudi, is now serving
a 23-year prison term for his role in an assassination plot. The
Treasury Department identified him as a fund-raiser for Al Qaeda, and
he has publicly proclaimed his support for two notorious terrorist
groups, Hamas and Hezbollah.


• Yusef al Qaradawi, who for several years was listed as a trustee in
Islamic Society of Boston tax filings and on the Islamic Society
website -- the Islamic Society now claims that was due to an
''administrative oversight" -- is a radical Islamist cleric who has
endorsed suicide bombings and the killing of Americans in Iraq. In
2002, he was invited to address an Islamic Society fund-raiser, but
had to do so by video from Qatar -- he has been barred since 1999 from
entering the United States.


• Another Islamic Society trustee, Walid Fitaihi, is the author of
writings that denounce Jews as ''murderers of the prophets" who
''brought the worst corruption to the earth" and should be punished
for their ''oppression, murder, and rape of the worshipers of Allah."
After Fitaihi's words were reported in the Boston press, the Islamic
Society was urged to unequivocally repudiate them. It took seven
months before it finally did so.

• When Ahmed Mansour, an Egyptian-born Muslim scholar, examined the
Islamic Society's library in 2003, he found books and videotapes
promoting hostility toward the United States and insulting other
religions. Among the publications on hand were several of those listed
in the Freedom House report.

Individually, none of these points proves that there is anything amiss
with the Islamic Society. Taken together, they give rise to obvious
questions and concerns.

Surely the Islamic Society, which emphasizes
its commitment to moderation, tolerance, and dialogue, should be at
pains to answer those questions and allay those concerns. Instead it
accuses its critics of defamation, and has sued many of them for -- of
all things -- conspiring to deprive Boston-area Muslims of their
religious freedom.

But the last thing Muslims in Boston or anywhere else need is a
leadership that treats legitimate public misgivings as an anti-Muslim
''conspiracy," or that launches specious lawsuits in order to
intimidate those looking into its record.

The Islamic Society's
overreaction does rank-and-file Muslims no favors -- and gives all of
us, Muslim and non-Muslim alike, another reason to wonder about its
motives.
