"Is it: the starter, the battery, or a short in the wiring to and/or from the ignition to something else?" No to all. Your battery is okay. Your starter is likely okay. It could be some kind of "computer" or electrical problem related to the electric choke.

It's an '83...I don't know if it is in the "computer chip" category. It doesn't even have a cigarette lighter.
