I'm sure it has its strong points. We don't have any binding referenda in North Carolina, and I don't recall seeing Constitutional amendment on the ballot, either.

Ballot initiative is only good as long as the state Supreme Court doesn't override the outcome, as in California. We've done one Constitutional amendment--gay marriage--in the last few years. Everything else has been casinos, education, and all that rot.
But, on the positive side of things, you only need so many signatures to get something up for a vote.
