Unless they can get 2/3 of the house to vote in their favor, it isn't going to happen.
2/3rd of the senate.
frankly, given the spine of some republican senators - we stand a better chance of stopping this in the House.
And of course with 1) McCain already supporting the executive surveilence decision and, 2) a number of Democrats on record of being briefed and signing off on this type of survelience, and 3)a vast majority of the public supporting the presidents decision currently (and especially if we are attacked again - bet your ass!!), IT AIN'T Gonna Happen! eh, Boxer, do us a favor and shut your pie hole already.
