They would have to work awefull hard. To list the titles of the President's war powers--those given him by statute--takes a book of two hundred pages.

The execution of the war is exclusive to the President and if he decides to tap our mutually declared enemies, foreign and/or domestic, then congress can only change the law around that Presidential rights but can't lawlessly strip him of that authority.
