Saying he vowed to do everything in his power to fight terrorism after 9-11.

Which means they can afford to spend some on drilling, you'd think they would be able to understand that.

Election not the end of violence, but the beginning of something new. A free democracy at the heart of the Middle East.

So far, this is a repeat of the last two speeches. Something different has to be coming up.

Dealing against AlQueda is not a matter of law enforcement. It is defending the country against people who declared war on our country.

Bush is bringing up the 9/11 report talking about the need to connect the dots...

Good Dubya...you use the 9/11 commission!!

As the 9/11 Commission pointed out, to prevent 9/11 from happening again, we need to connect the dots. And realize that dealing with AQ isn't just dealing with law enforcement, but dealing with enemy who has declared war against America.

As president, I have the constitutional authority -- Article 2 -- to protect the country. Congress gave me additional authority, military authority.

We need to connect the dots before an attack happens. And we cannot view this as LAW ENFORCEMENT.

So far, he's legally justifying the wiretaps.
