I recall reading about echelon back in the '90s. I do not recall Bush being the President in the 90s ... hmmmm ....
The Clintons had more than 900 files on White House employees from previous Republican administrations. Also included in the 900 files were high-ranking Republican officials. None of these files served no official purpose. Such files were highly illegal and it caused the Clintons to blame it on a "bureaucratic snafu." As per usual, the matter was dropped by the press.

Just what I thought. In addition, once a communication is transmitted through the air, the NSA or whomever can legally capture those signals and analyse them. Even with fiber, there is still huge amounts of calls that go through microwave stations and satellites.
