If someone presents a taxpayer ID number they are qualified. The IRS issues the taxpayer ID number. If the IRS does not care if the recipient is illegal or legal, how can you expect the employer to double check the IRS...?

Eployers are required to have various forms of ID, not simply a taxpayer ID. I suggest you check the law.
