I think it's 50-50 chance but at least Arnold has an escape clause. He can now say that since the CSC couldn't find any legal discrepancies he is obligated to side with justice as being written by law and judged by the jury of peers.
Or he could just say it's the right thing to do to a convicted, ruthless killer....

I can understand the feeling of because he's a Republican he doesn't have a spine but he is NOT going to spare the worthless life of Tookie....
