look at the dates of the study - it ended 5 years ago. this is bogus.
Two other, more recent, studies (besides the HUD study) are cited in the article. The article is a worthwhile read.
yes they point out some recent work, but they also mentin that HUD has not done critical studies on all aspects like the older one.
