Is there any relationship beteen the Iraqis who agreed to this document, and the Iraqi government? Were they sent by the government, or is this a separate group entirely?

The conference was attended by Iraqi President Jalal Talabani and Iraqi Shiite and Kurdish lawmakers, as well as leading Sunni politicians.

This is a group of the "disenfranchised" (i.e., bickering, fringe groups, moonbats, that didn't have enough electoral backing).

This is a scam-conference where baathists and their supporters got to spout off, courtesy of the Arab league, a POS organization trying to hamper democracy in the region ... the REAL governing of Iraq is happening by the Iraqi government.
