Here's a difference between two frames. It's almost impossible to read the hidden text. The first two words look like "it is".
I could probably spend a few hours on this and process every frame. I'm not sure it's worth the trouble.

I compared free_at_jsl's frame breakout of the hidden text to the actual screen capture. The hidden writing is a "ghost" of the words "it is wrong to criticize"...only it's a little distorted.
If you compare them, you can see that by filling in the gaps, that's what it says...
I think it's arabic text.
That's why we can't read it. With English, our brains would fill in the missing areas and we could decipher the hidden letters. With Arabic, they keep trying to decipher but can't.
Do we have a FReeper who reads Arabic?
I think you've pegged it - this must have been the screen where an operator was listening to the speech and preparing the captions.
I wonder if the other X flickers occur when the caption changes.
Haven't seen that anyone else can read the bottom words yet, but I believe it says" after the FDA proposed restrictions on it's top-selling ast ( then not clear to me.) So, it rather looks as if it may be a mistake?
